O Profiap é um curso de mestrado profissional em Administração Pública ofertado nacionalmente, em formato semipresencial. O programa é coordenado pela Associação Nacional dos Dirigentes das Instituições Federais de Ensino Superior (Andifes), associadas em rede nacional. O curso destina-se a formar profissionais com nítido entendimento do papel do Estado no Brasil, do exercício da cidadania e preocupado com as questões éticas, sociais e ambientais que subsidiarão as políticas públicas que impactam a sociedade. Neste contexto, este profissional reunirá as condições científicas e técnicas para promover melhorias na gestão pública. Objetivos – Capacitar profissionais para o exercício da prática administrativa avançada nas organizações públicas; – Contribuir para aumentar a produtividade e a efetividade das organizações públicas; – Disponibilizar instrumentos, modelos e metodologias que sirvam de referência para a melhoria da gestão pública; Exame Nacional de Acesso A admissão de discentes ao Profiap será feita por meio de um Exame Nacional de Acesso, contendo: a) resultado do teste ANPAD; b) prova específica versando sobre temas do conteúdo “Estado, Sociedade e Administração Pública no Brasil” e “Teoria das Organizações”.

    Fiscalização de contratos terceirizados com dedicação exclusiva de mão de obra: análise do processo no IFRN Campus Ipanguaçu

    A terceirização de serviços das atividades-meio pela administração pública, a libera para se concentrar na execução de suas atividades finalísticas. No entanto, ao terceirizar é preciso acompanhar a execução contratual, com vista a garantir níveis satisfatórios de execução dos serviços pactuados. A fiscalização é composta por procedimentos diversos que exigem dos fiscais e gestores contratuais designados para essa função conhecimentos específicos relacionados ao objeto contratado, legislações aplicáveis, esquematização e execução de procedimentos, além de posturas comportamentais. Diante da complexidade e vultuosidade das tarefas de fiscalização é comum que sem a devida capacitação e normatização ocorram falhas durante o processo de fiscalização. Neste contexto, esta pesquisa buscou avaliar, sob a ótica dos agentes fiscalizadores dos contratos de serviços terceirizados, quais os pontos críticos observados na execução dos contratos com dedicação exclusiva de mão de obra do IFRN, campus Ipanguaçu, como é realizado o processo e quais os pontos considerados críticos no acompanhamento da execução dos contratos. Para tanto, foi elaborado roteiro de entrevista semiestruturado aplicado junto aos fiscais e gestores dos contratos, sendo captadas as suas impressões sobre os procedimentos adotados desde sua designação a finalização do contrato, abordando aspectos de preparação, capacitação, apoio administrativo ofertado, descrição das atividades desempenhadas, perfil ideal a ser considerado para a escolha dos agentes fiscalizadores, percepção sobre responsabilidades e riscos, além de levantar pontos críticos e fortes do processo. Como resultado ficou evidenciado que no momento de designação não há uma notificação e preparação prévia, as capacitações são ofertadas apenas após o início das atividades de fiscalização, que o perfil do fiscal e a disponibilidade para a realização da tarefa ficam em segundo plano. Não há segregação de funções entre fiscais e gestores, haja vista haver uma concentração de indicações em um mesmo grupo de pessoas, além de identificada a necessidade de padronização institucional e criação do setor sistêmico que auxilie principalmente os agentes que atuam como gestores. A partir do resultado foi elaborado um plano de ação para aperfeiçoar o processo de gestão e fiscalização contratual

    Terceirização no serviço público e suas consequências nas relações empregatícias e sociais: um estudo de caso na Universidade Federal Rural do Semi-Árido

    As relações trabalhistas têm passado por reiteradas mudanças. Entre elas, está a terceirização, mais especificadamente, a permissão de terceirizar as atividades meio no âmbito da Administração Pública. Diante do avanço da terceirização, defendida pelos empresários e, ao mesmo passo, criticada pelos principais órgãos de defesa dos trabalhadores (Ministério Público do Trabalho - MPT, sindicatos, Tribunal Superior do Trabalho – TST, entre outros), o problema da pesquisa busca responder a seguinte pergunta: há falhas no processo de terceirização de mão de obra no serviço público responsáveis por consequências negativas para os empregados nas relações empregatícias e sociais? Admitindo a possibilidade de que a terceirização pode precarizar as condições trabalhistas e sociais, o objetivo geral da pesquisa é descobrir se a terceirização de mão de obra no serviço público é responsável por consequências negativas para os empregados nas relações empregatícias e sociais. A metodologia teve caráter qualitativo de pesquisa aplicada e descritiva com método indutivo. Quanto aos procedimentos, foram realizadas pesquisas bibliográficas sobre o tema e ações judiciais em que a UFERSA responde subsidiariamente em contratos de terceirização. Após as análises, será apresentado o nexo causal entre terceirização, direitos trabalhistas e direitos sociais

    The Brazilian legislation approaches the responsibility of public authorities to combat the main environmental problems arising from the inadequate management of solid waste. It also determines that the separation of the recyclable waste discarded by the organs and entities of the public administration must be made at the generating source and its destination to the associations and cooperatives of the collectors of recyclable materials. In this context, the following question emerges: how does the university deal with recyclable waste with a view to environmental sustainability? The present research aims to analyze how the management of such residues occurs in the Pici Campus of the Federal University of Ceará underthe sustainable aspect. Specifically, it proposes to identify the main recyclable waste generated in said Campus; to realizea diagnosis of handling, segregation, collection, storage, transportation and final destination of recyclable waste; to determine the main environmental impacts of the recyclable waste generated in the Campus do Pici;to identify existing sustainable practices and to propose environmental management guidelines related to recyclable waste. Itis a qualitative research, using techniquessuch as interview, direct observation, documentary and bibliographic research. As a result, the main recyclable waste generated in the Campus was identified, with emphasis on white paper, the main waste produced. A diagnosis of handling, segregation, collection, storage, transportation and final destination of recyclable waste was also carried out. The main environmental impacts of the recyclable waste generated in the Pici Campus were also determined, such as the donation of recyclable material to associations and collectors' cooperatives. The sustainable practices already existing in the university were also identified, among them: the presence of a department for internal environmental managementandconstructions and reforms in the institution followingsustainable standards. In addition, guidelines were proposed to promote the improvement of environmental management in the area of recyclable waste, such as: promoting the inclusion of other areas of the university in the collection of recyclable materials and increase of programs of awareness with the academic community regarding conscious consumption and concern for the environment and public health

    Public organizations management is constantly changing to enable process control and increase efficiency. Therefore, Federal Universities need to constantly develop their management tools to achieve their goals, aiming performance budgeting, social responsibility, and transparency with public resources. In this sense, UFERSA (Semi-Arid Federal University) instituted a cost commission, which instituted a Cost Accounting Manual (CAM), which contains the institution's cost system, however, it is not yet being implemented. Regarding this matter, the present work has as its general objective the elaboration of the action plan to implement the cost calculation system foreseen in the UFERSA Cost Calculation Manual. This research methodology was classified as an applied qualitative descriptive research, towards its procedures, those were interviews, bibliographical and documental research, and study case. The results of the study allowed the description of the UFERSA Cost Accounting Manual; the mapping of each process involving costs according to Diminutive Equity Variations, containing the current flow, through a generic cost center and the flow in accordance with the present proposal, indicating a definitive cost center for treatment; it was presented how the cost information should be treated to be allocated to UFERSA's undergraduate and graduate courses; and finally, an Action Plan was proposed for the implementation of the Cost Accounting System, with Management being able to choose to create a Division for its purpose or annually appoint a Commission to be responsible for this expenditure account system. Another action was the elaboration of a multiple-choice questionnaire so that managers can, at the time they are making their request, use a cost center code, to allocate the cost in a detailed manner

    The main objective of this work was to analyze the participation of the companies located in the municipality of Mossoró / RN, in public tenders carried out by federal government agencies located in their region, in order to identify the factors that hinder or discourage the participation of companies in the public contracting market. The study has a qualitative approach, using triangulation in data collection through observation, documental analysis and interviews. Therefore, we used descriptive statistics and the content analysis method to analyze the data collected. The secondary data collection stage was performed through bibliographic research, as well as documentary research, with data extracted from the Purchasing Panel of the Federal Government. In the case of primary data, the collection took place through interviews with companies that sell agricultural inputs and equipment, based in the municipality of Mossoró / RN. It was verified that despite the advances brought by electronic purchasing platforms, regarding transparency and publicity in public contracting of the federal government, as well as the increase of specific legislations that deal with incentives for the participation of micro and small local companies in these hirings, these actions did not foster the participation of local entrepreneurs in the public contracting of the federal government in a satisfactory and effective way

    Through REUNI, which promoted the restructuring of existing IFES and the creation of new ones in the interior of the country, together with the application of ENEM and SISU, they enabled young people and adults to enter higher education, the vast majority of which come from families with lower incomes 1,5 minimum wages, culminating in the availability of society's involvement with the new graduates, who contribute to the emerging economies of small and medium-sized cities where these Institutions are present, providing their maintenance through diversified programs and scholarships for these potential individuals to complete their work. graduation and perfect for the job or educational market. Through an evaluative approach on the effective participation of an IFES to a municipality in relation to its influence on economic, social, educational, environmental and infrastructure aspects motivate the study developed on this participation and its influence on the locality of Angicos/RN. implementation of the UFERSA Campus in 2009. Given this scenario, the socioeconomic impacts generated by the presence of the academic community as verified in the city come to light, which becomes the main objective of this research, thus describing the contributions of this institution and the changes generated by the dynamics and its modifying agents. This is a research with qualitative and quantitative approach, using interviews through questionnaires with objective questions that were applied to 4 distinct groups of interviewees (students, teachers, administrative and laboratory technicians and outsourced employees and residents surrounding the Campus UFERSA Angicos/RN) that are directly and indirectly influenced by the actions taken by the Institution, direct observation, documentary and bibliographic research and the use of photographic records. Whose analysis can visualize the institution's active participation in the locality, recognition of the interviewees regarding its participation and especially the visualization of the real socioeconomic impact generated through the financial participation represented by values close to those collected by the municipality through Union transfers to maintain the infrastructure, sometimes criticized for the lack of infrastructure in the areas of urbanization, health and safety under the responsibility of the municipal and state authorities. In addition, actions aimed at promoting the development of the region through the active participation of government levels (municipal, state and federal), with the active participation of the local community and mainly IFES, were analyzed and proposed through the objective of analyzing As a deployment station it can promote significant changes to the reality of the municipality in recent years and its responsibility for them as the idealizing agent of change and main contributor to development. Whose study was based on the visualization of changes presented in the last years based on the investment passed by the modifying agents coming from the Institution, besides the application of questionnaires to the students, teachers, administrative technicians, outsourced people and the surrounding community, trying to exemplify and answer on the direct and indirect influence of the university campus on local reality through territorial expansion, housing growth, economic development and employment niches with or without professional registration and the educational development of the region with the training of qualified professionals.
