Compras públicas sustentáveis: uma nova forma de licitar à luz dos critérios da sustentabilidade socioambiental

This study aimed to analyzed if the Sustainable Public Shopping (SPS) made by Brazilian Northeast Federal Universities had be able to produce a profile of sustainable consumption. The Sustainable Public Shopping are one part of public politics established by Brazilian Federal government, whose focus is based on the change of behavior of the Brazilian government, in order to attend the principles of Sustainable Development. For these purpose, this study had a qualitative approach, where were used quantitative data for descriptive purpose, using a documentary research. Were applied questionnaires in 15 Brazilian Federal Universities, located in Northeast geographic region. For the study, this research was divided in two different steps. The first one was a data analysis in the management reports of these universities, in the years of 2010 to 2012; the second part of the study was the application of a questionnaire, in the year of 2013, to the managers of the shopping area oh these universities. The results of the first step showed that mostuniversities of these study have not yet realized the buying public as provided in the specific Brazilian legislation for the theme and those universities that made the adoption of sustainability criteria in their bids, do not still the divulgation between their public employees. In the second part of the study was observed the difficult to realize the Sustainable Public Shopping, due to low technical knowledge required for the specification of the most items obtained, as well as the possibility to restrict competition in the bidding. It was concluded that the number of actions directed to the realization of Sustainable Public Shopping of the Brazilian Northeast Federal universities is still low and there is a very long way to be made until the Sustainable Public Shopping be consolidated in the Brazilian public administration
