Waste production is a problem inherent in human activities. However, rapid population growth and changes in production and consumption models have increased pressure on natural resources due to raw material exploitation and inadequate waste management. Thus, this paper aims to propose measures for the implementation of a selective collection system, pointing out normative elements regarding the legislation for the promotion of public solid waste policy in the municipality of Cariús - CE. To this end, bibliographic research was conducted on solid waste management, environmental education and selective collection. National and local secondary data on generation, recycling potential and environmental zoning of Cariús were also analyzed. The field research was adopted, which made possible the photographic records of the collection and the dump. Finally, geographic information systems were used to map and propose scenarios for the implementation of selective collection at the local level. It was found a set of irregularities regarding the management of solid waste: the municipality does not have legal instruments to regulate the services, which contributes to the collection, and final disposal occur irregularly. When it comes to collection, currently no segregation, therefore, all waste, regardless of recycling potential, is directed to the dump. Associated with these discrepancies, special waste, with emphasis on health care waste, is not adequately treated and disposed of. As alternatives for the improvement of solid waste management in the local context, it is proposed to implement selective collection in the door-to-door mode, in consortium with the distribution of ENP's in the urban area. It is also emphasized the adoption of practices aimed at environmental education, which in turn must occur continuously, in order to cover the most varied portions of the population. We also highlight the possibility of combining selective collection with economic instruments aimed at the social and environmental segment. Thus, it is emphasized the application of the green property tax as a municipal public policy capable of changing the dynamics of waste management in Cariús, based on tax incentives.
