Avaliação dos planos do município de Mossoró-RN quanto ao serviço de manejo de resíduos sólidos

Resumo

The National Basic Sanitation Policy, instituted by Law No. 11,445 / 2007 and updated by Law No. 14,026 / 2020, and the National Solid Waste Policy (PNRS), instituted by Law No 12,305 / 2010, bring with it the Municipal Basic Sanitation Plan (PMSB) and the Municipal Plan for Integrated Solid Waste Management (PMGIRS) as instruments of these policies, respectively. These policies also spell out the minimum content that must be included in the municipal plans: PMSB and PMGIRS. In this research work, the main objective is to evaluate the plans of the municipality of Mossoró-RN, regarding the axis of the solid waste management service. This evaluation was carried out in order to indicate the weaknesses of the plans, pointing out the necessary improvements, in order to assist the municipal managers when revising the plans. The methodology used was developed by Chaves, Siman and Sena (2020), making it possible, through this assessment tool, to determine the following indices: i) Plan Service Index (IAP); ii) Plan Quality Index (IQP); iii) Plan Potential Index (IPP) and iv) Plan Complexity Index (ICP). Through the results obtained, it was possible to assess that the Sectorial Sanitation Plan - Urban Cleaning and Solid Waste Management in Mossoró-RN, carried out in 2012, does not meet the minimum content required by current legislation, with indexes below the expected minimum limit being obtained. The PMSB, a solid waste axis, approved in 2019, had a better performance in the evaluation: IAP equal to 18, IQP equal to 73, equivalent to 57.93% of the maximum value of this index; the ICP added a score equal to 98.5, equivalent to 57.60% of the maximum value and the IPP, equal to 115.5, equivalent to 59.23% of the maximum value of the required index. However, the score obtained is still considered inadequate. Therefore, it is emphasized that when revising the most recent plan, it is necessary to present the planning for intermunicipal consortia, regulation for public cleaning services and solid waste management and definition of environmental liabilities, which were not identified in the PMSB, solid waste axis.
